California Teleconnect Fund (CTF)

The CTF program was established in 1996 by the California Public Utilities Commission to assure the affordability of telecommunications services to targeted public service organizations. The program is funded through a surcharge on all intrastate telecommunications services provided in California. The collected funds are used to fund discounts on Eligible Telecommunications Services for the following qualified organizations in California:

  • Schools and Libraries (E-Rate)
  • Community Based Organizations (non-profits)
  • Hospitals & Health Clinics
  • Community Colleges

The California Teleconnect Fund (CTF) program provides qualified schools, libraries, hospitals and other non-profit organizations up to a 50% discount on Internet Access and Digital Transmission services in California. rate discounts or who receive federal Rural Health Care discounts.

  • Dedicated Internet
  • Cloud Firewall Services
  • Ethernet over Fiber Access
  • Ethernet Extended Access
  • Access Bandwidth
  • Broadband Internet

Approved Applicants

Approved applicants should submit a copy of their CTF approval letter to a Zayo Customer Care or CTF Coordinator within 30 days of the date of the approval letter. If this is done, the effective date of the CTF discount will be the date the CPUC received your CTF application. Otherwise, the effective date will be the date that you provide your approval letter to Zayo. It may take one or two billing cycles for the CTF discount to be reflected on the invoice.
